a number ofはmanyと近く、「いくつもの」「多数の」という意味です。後ろには数えられる名詞の複数形を置き、主語はその複数の人・物なので動詞も複数形になります。

• A number of students are absent today.
  今日は多くの生徒が欠席しています。
• A number of problems remain.
  多くの問題が残っています。
• A number of customers have complained.
  多くのお客様から苦情がありました。

a number of students isとはせず、studentsに合わせてareを使います。ただし、a number ofは必ずしも非常に多い数を示すわけではなく、文脈に応じて「かなりの数の」と幅があります。

the number ofの意味と使い方｜「〜の数」

the number ofは、後ろの人や物そのものではなく、その総数・数値を話題にします。numberが一つの数値を表すため、動詞は単数形です。

• The number of students is increasing.
  生徒数は増えています。
• The number of mistakes was surprising.
  間違いの数は驚くほどでした。
• The number of visitors has fallen.
  訪問者数は減少しました。

studentsやmistakesが複数形でも、主語の中心はthe numberです。したがってis・was・hasを選びます。主語と動詞の基本は主語と動詞の一致で確認できます。

同じ名詞でも意味と動詞が変わる

A number of employees are working remotely.
多くの従業員がリモート勤務をしています。

The number of employees working remotely is increasing.
リモート勤務をする従業員の数が増えています。

最初の文はemployeesの存在に焦点があり、二つ目はemployeesを数えた結果であるnumberに焦点があります。日本語でも「多くの従業員が」と「従業員の数が」の違いに対応します。

a large number of・a small number of

numberの大きさを明確にしたいときはlarge・smallを使います。これらも対象の人・物を表すため複数扱いです。

• A large number of people were waiting.
  大勢の人が待っていました。
• A small number of users have this problem.
  少数の利用者にこの問題があります。

一方、the number ofを修飾するときもlarge・smallを使えますが、動詞は単数形です。The number of applicants is small.（応募者数は少ないです）のようになります。

the number ofが増える・減る

数値の変化にはincrease、decrease、rise、fallなどを組み合わせます。

• The number of members is increasing.
  会員数は増えています。
• The number of errors has decreased.
  エラー数は減少しました。
• The number of inquiries rose last month.
  問い合わせ数は先月増えました。

比較して「より少ない人数・個数」と言う場合はlessとfewerの違いも参考になります。
